What Is Direct Primary Care

Direct Primary Care (DPC) is a modern version of the old-time physician relationship. Specifically, the physician provides the patient with “Primary Care Medical Services” without any insurance or government involvement. The physician sets a fixed fee for Primary Care Services and the employer pays this monthly fee directly to the physician. In exchange, the physician provides primary care services whenever the need arises.

Florida Direct Primary Care Statute

On Friday March 23rd, 2018, Governor Scott signed into law bill “HB 37”, making the State of Florida the 24th State to implement “Direct Primary Care”.

HB 37 relates to Direct Primary Care agreements, creating s.624.27, providing definitions; specifying that direct primary care agreement does not constitute insurance and is not subject to the Florida Insurance code; specifying that entering into a direct primary care agreement does not constitute the business of insurance and is not subject to the code; providing that a certificate of authority is not required to market, sell or offer to sell direct primary care agreement; specifying requirements for a direct primary care agreement; providing an effective date.

Direct Primary Care Model

Direct Primary Care model is based on a fixed membership fee, it’s comparable to a Gym membership fee, whereby, for a fixed monthly fee you can use all the equipment and programs that the gym offers.

In Direct Primary Care, the membership fee covers primary care services that are outlined in a contract between the physician and the member.

Direct Primary Care is not Health Insurance.

It does not cover any medical services or supplies (ie: hospitalization, imaging studies, Lab work, prescriptions, specialist, etc.) outside of the agreed upon primary care services outlined in the membership contract.

Because Direct Primary Care “IS NOT HEALTH INSURANCE” but a membership, most patients, depending on affordability, still carry insurance coverage for health care services that cannot be provided in a primary care setting, such as specialty care, emergency or urgent care and hospitalization

For the purpose of MD Health Care 4 U, a child is defined as any child living at home between the ages of 18 to 24 that is going to school.

Health Insurance

Today, you probably pay a monthly amount for each of your employees to cover their health-insurance. That insurance, in turn, covers some or all of their health expenses. Usually, to keep costs low, you use a Health Maintenance Organization (HMO), perhaps with a large co-pay for each visit, or a PPO with a very large deductible. For that, they can potentially see their doctor after making an appointment for 1-2 weeks in advance. Maybe, if they are lucky, they can see some other provider that day or the next day if they are actually sick—and when do they call their doctors for an appointment? When they are well? The focus is rarely on preventing illness, but rather responding to it, maybe with pills, or hospitalization, or expensive testing. For each of those, they will pay a co-pay, usually ranging from $15 to $70 dollars, or more, for an ER visit when they can’t get in to see a regular doctor or urgent care.
